The Commonwealth Lawyers Association present a webinar on “Collaborative Solutions for Climate Change: The Role of Professionals in Advancing Climate Justice in Brunei”.

Webinar Overview

Brunei Darussalam, with its rich tropical rainforest and unique socio-economic landscape, faces distinct challenges in addressing climate change equitably. Climate justice—ensuring that climate action is fair, inclusive, and responsive to local contexts—is essential for sustainable development in the region.

This webinar aims to bring together professionals from architecture, engineering, planning, and law to explore collaborative strategies for advancing climate justice in Brunei. It will also serve as a platform to engage government stakeholders, academics, and regional experts in meaningful dialogue.

To enhance engagement and professional connectivity, the event may be hosted using Zoom Events Expo, which includes virtual booths designed primarily for networking. These booths will allow all participants to interact directly with attendees, share insights, and explore potential collaborations in climate-resilient development.

Objectives:

  • To highlight how professionals—such as architects, engineers, planners, and lawyers—can contribute to fair and inclusive climate solutions.
  • To showcase successful climate justice initiatives from across the Commonwealth.
  • To foster collaboration between professional bodies, government agencies, and academia.
  • To identify actionable strategies for equitable climate adaptation and mitigation in Brunei.
  • To provide participants with opportunities to connect, exchange ideas, and explore future collaborations.

Panel profiles

Lenny Rahman is an Advocate and Solicitor of the Supreme Court of Brunei Darussalam and serves as the Council Member for Brunei Darussalam at the Commonwealth Lawyers Association. Her legal practice reflects a strong commitment to advancing human rights, the rule of law, Alternative Dispute Resolution (ADR), and climate justice.

Lenny has acted as defence counsel in capital cases in Brunei Darussalam, representing individuals facing the death penalty. Her work in this area underscores her dedication to upholding fair trial standards and the fundamental rights of accused persons.  Her legal practice in Brunei Darussalam includes criminal defence, litigation, and international legal collaboration.

She is actively involved in mediation and collaborative dispute resolution, promoting constructive approaches to conflict management and access to justice. Her interest in ADR aligns with broader efforts to strengthen legal systems and reduce reliance on adversarial litigation.

Lenny contributes to ESG-focused legal initiatives, supporting legal innovation and thought leadership on sustainability, governance, and responsible business practices.

Her legal work often intersects with advocacy for vulnerable and marginalised communities, reflecting a deep commitment to justice and equity. She also participates in regional and international dialogue on legal reform, particularly in areas related to access to justice, climate governance, and ethical legal practice.

Lenny is interested in the role of legal innovation and technology in improving access to justice and strengthening professional standards across jurisdictions. As a CLA Council Member, she is committed to fostering inclusive legal systems and supporting cross-border dialogue among legal professionals throughout the Commonwealth.

Fiona Ey is a Founding Partner of Clarke Ey Koria Lawyers in Apia, Samoa. Her practice focuses on cross-border transactional and dispute resolution work. Over 25 years of practice in the Pacific region and Australia, she has developed particular expertise in corporate, finance, tourism, intellectual property and telecommunications matters. She has consulted extensively in governance and public policy across the region.

Fiona is consistently recognised as a Leading Lawyer for the Pacific Islands in Chambers Asia-Pacific and Global rankings.

Fiona holds a Masters in International Law and undergraduate degrees in history and law from the Australian National University, Canberra. She was admitted to the bar in Samoa in 2002 and the Australian Capital Territory in 1997. She is also an alumna of the East-West Center’s leadership programmes in Hawaii.

Since 2017, Fiona has been Papua New Guinea’s Honorary Consul to Samoa. She also holds the office of Notary Public. Fiona has served on the Samoa Law Society’s Complaints and Investigation Committee since 2018 and is a member of the Commonwealth Lawyers Association and LAWASIA.

Fiona is passionate about the fundamental role that rule of law plays to promote fairness and protect human rights, particularly in small island developing states. She has published various articles about rule of law through Samoa’s constitutional and political crises.

Fiona is a strong believer in community service and mentorship. She was formerly chair of the Samoa Small Business Enterprise Centre (2010-2018), which supports grassroots economic development through access to finance, business training and advisory services. In 2018, Fiona founded Apia International School, an online learning initiative, to promote access to secondary education. She is a mentor to the Eco Toa Pacific youth environment initiative and the Community Music Programme at the National University of Samoa, as well as Honorary Solicitor for Samoa Lifeline / Faataua le Ola.

Jatinder Cheema (Jay) has over 30 years of standing at the Bar in India and is also Barrister & Solicitor qualified to practice law in Ontario (Canada), and as Advocate in the SADC Region (Africa). He has worked extensively as a legal practitioner in various High Courts in India, the Supreme Court of India, Regulators, and Arbitral Tribunals.

Jay is a Projects, Energy/Oil & Gas, Natural Resources, Infrastructure, Climate and
Sustainability lawyer.

He is a lawyer and counsel. Therefore, has diversified experience in Litigation and Dispute Resolution. Jatinder advises project developers, Investors, Regulators and Suppliers & Contractors on diverse commercial/ transactional, and utilities and infrastructure advisory. He also deals on a regular basis with the regulators on various regulatory and policy issues.

He has been a partner at Cyril Amarchand Mangaldas (New Delhi), and other national and international law firms.

He was Amici Curiae in a carbon emission case by the Hon’ble Supreme Court of India.

Apart from his professional engagements, Jatinder is a visiting faculty at the prestigious IIM (Lucknow), Management Development Institute (MDI) (Gurgaon), and the Indian Institute of Corporate Affairs (A Government of India Undertaking), Manesar where he lectures on recent developments in M&A, Private Equity, and Corporate Laws. Jatinder also extensively writes about the developments in Domestic and International Law in law journals, National Dailies and Magazines. Recently his book titled “Climate Change – The Policy, Law, and Practice” (2024) Thomson Reuters, has been released by the four Hon’ble Judges of the Supreme Court of India.

He was a presiding Judge at the Philip C. Jessup International Law Moot Court Competition 2024, Washington D.C., for all India qualifying round. He has been a speaker at various public events and seminars both nationally and internationally. He has a rare distinction of being called thrice to deliver a talk at the esteemed Friday Group, Supreme Court of India. IFLR 1000 has recognized him as a Notable Practitioner for the year 2018, 2019, and 2020 and also has been awarded by Skoch, India Law Forum for his exemplary service to law in the year 2022.

Jatinder has assisted the Parliament of Canada as a legal counsel on an ethics investigation and drafted free-zone laws of a Middle East Country. He currently serves on the US-India Gas Task Force constituted by the Department of Energy, Govt. of US, along with Ministry of Petroleum and Natural Gas, Govt. of India. In addition, he also serves on the US-India Low Emission Gas Task Force, convened under US India Strategic Energy Partnership (SCEP), a joint venture of Government of India and Department of Energy, Govt. of US. He has also drafted the current Master Revenue Sharing Contract (MRSC) and related policy documents under the Hydrocarbon Exploration Licensing Policy (HELP). He has in 2016-17, prepared for the Government of India, a compendium of laws to be amended for bringing Liquified Natural Gas (LNG) as a transport fuel in India. In 2021, Jatinder presented the legal framework and roadmap for the Government of India for bringing Hydrogen as a fuel in India as part of the declaration of the National Hydrogen Mission of India.
